Notice of Public Meetings

Pursuant to Minnesota Statutes, Chapter 13D, notice is hereby given to members of the HSEM Region 3 Emergency Managers Joint Powers Board and the general public that the Board will hold multiple meetings that are open to the public throughout the calendar year. Four meetings will be held in person, and the rest are held via telephone conference call. Meetings always occur the 4th Thursday of every month unless otherwise posted. The Board reserves the right to cancel or reschedule meetings at their discretion.

In-Person Meetings

Joint Powers Board meetings start at 11:00 a.m. Meeting is preceded by a separate meeting that is closed to the public. Locations rotate around Region 3. For agenda, location, meeting rules and participation information, please contact Emergency Management at the counties listed above.

Teleconference Meetings

Joint Powers Board meetings start at 10:15 a.m., preceded by a separate meeting that is closed to the public. Members of the general public can contact an emergency manager in one of the fourteen counties previously listed in order to attain meeting procedures and participation rules. The public may listen in at the associated office of a Joint Powers Board member (or another location of the members choosing, should circumstances dictate this to be a necessity).

Agenda

The Board is offered written materials pertaining to agenda items prior to or at scheduled meetings. Agendas may be received by contacting any Emergency Manager in the following counties: Becker, Beltrami, Clay, Clearwater, Hubbard, Kittson, Lake of the Woods, Mahnomen, Marshall, Norman, Pennington, Polk, Red Lake and Roseau. The Board retains the right to take agenda items out of order as needed for quorum or other purposes. Agenda items with presentations are noted. Staff is available to clarify or address any related comments.
