Safely Returning to Work - Limiting Citizen Access to All County Buildings

Moorhead, MN – Governor Walz announced on May 13th, 2020 that the Stay at Home Order will not be extended past May 17th @11:59pm.  On May 12th, the Clay County Board of Commissioners, through consultation with Public Health and Emergency Management, approved a Safely Returning to Work Policy.  Effective May 18th, Clay County will begin providing limited access to all public buildings through scheduled appointments. Exterior doors will continue to be locked at the Law Enforcement Center, Courthouse, Family Service Center and the Highway Department at this time. Citizens will be encouraged to wear a face mask and practice social distancing.

In implementing these measures, Clay County will be following guidelines presented by the Minnesota Department of Health (MDH), the Center for Disease Control (CDC) and the recommendations of President Trump on social distancing. The policy complies with the COVID-19 Preparedness Plan set forth by The MN Department of Employment and Economic Development (DEED). Providing for the well-being of our employees and the citizens is of the utmost importance to the Clay County Board of Commissioners.

While the buildings will have limited access to the public, services will continue to be provided to the citizens through phone, email and by appointment. Clay County also offers many on-line services. Citizens are encouraged to explore these options and utilize them whenever possible. Citizens should call prior to coming to campus to ensure department/staff availability. A listing of department/agency contacts will be provided at each door and on the Clay County website.

Public access to the courthouse will continue for court related business. If you have any questions, please contact Court Administration at (218) 299-5065.

A later press release will be provided regarding the Motor Vehicle department.

Due to the fluidity of information regarding COVID-19 updates will be provided as needed.  The Clay County website ( will be updated and can be utilized by  citizens for new announcements, press releases, preparedness recommendations and local closure information.

The Seventh Judicial District Court is operated through the State of Minnesota and continues to be open for matters authorized under the Chief Justice’s Administrative Order. Public access is limited to the parties and their attorneys who shall appear remotely when feasible. If you have any court related questions, please contact Court Administration at 218-299-5065. Court Security Officers will meet citizens at the Courthouse entrance and provide directives.
