Young people between the ages of 10 and 19 years who have committed a crime which is punishable in the adult system as well as youth who have been sentenced by the Courts. Youth on Extended Juvenile Jurisdiction (EJJ) may remain in the facility until their 21st birthday.

The facility maintains a highly structured and comprehensive schedule. While at the facility, youth attend onsite school, physical education, various group programming, counseling sessions, and other programmed activities. Staff work closely with youth to teach pro-social behaviors and to provide insight into how their thinking controls their behavior.
